Windows XP Desktop Background

Everytime I shutdown the computer I lose my desktop background pic. Whenit
starts up I see it then once I log on it's not on my desktop. When I go to
Display it shows my picture as the Desktop Background, but my desktop looks
like Windows Classic. Then I have to reset it everytime it's annoying. Can
anyone help!
