| I had this same problem. My user account has administrator access. I created a test accound that was a standard user on the same machine and with this account was able to add folders to the Windows Photo Gallery with no problems. Since you shouldn't, in theory, always be running with administrator access, I've solved the problem for myself by creating an administrator account and changing my normal user account to a standard account.
