The only thing you can get with screen capture
is exactly what you see on the screen...it will
never equal a best quality photo from an 8 MP
camera. Not to mention the fact that video is
not that sharp anyway when paused.
I can tell you...in Movie Maker...you get a better
screen capture when the video is played from
the collection pane that when it's played from
the timeline.
You could certainly try a more sophisticated
app but I suspect you will not see that much
improvement.
If you do a Google search for something like:
'capture video still shots'
you should find some software to try.
